Dud degrees leave graduates in a fix

KUCHING: Graduates from Universiti Tun Abdul Razak (UNIRAZAK) with bachelor degree in teaching are left in a fix as their qualification is not recognised by the government.

At least 39 of those who graduated with bachelor in teaching from the institution in December 2013 are still jobless.

After spending nearly half a million ringgit in three years the graduates cannot get into the teaching profession because their degrees are not recognised by the Ministry of Education.
Senior Minister and Minister for Land Development Tan Sri Dr James Masing who met some of the jobless graduates at his residence yesterday, was upset over the situation.

He was puzzled that degrees granted by UNIRAZAK, which was named after the father of the current Prime Minister Datuk Seri Najib Tun Razak were worthless.

“If the UNIRAZAK graduates are deemed not qualified as their degrees are not recognised why allow the university to operate?

“The authorities might as well close it down so that people would not waste their time and money pursuing worthless qualifications,” he said.

He said what saddened him was most if not all of the unemployed UNIRAZAK trained teachers were from poor families and had to get study loans to pursue their studies.

Masing added it was very unfair that while many Sarawak graduates were still left unemployed hundreds or maybe thousands of West Malaysian graduates were posted to the state.

He said this was happening in almost all government agencies but the worst was in the Education Department to the extent that graduates in Islamic teaching were sent to teach in schools in non-Muslim areas.

“The state has been turned into a dumping ground for West Malaysian graduates and we do not want this to happen,” he stressed.

Masing called on the Deputy Prime Minister Tan Sri Muhyiddin Yassin to seriously look into this matter and be fair to Sarawakians.

“Stop posting West Malaysian teachers to Sarawak because we have people without employment who can also do the same job just as well if not better than teachers from Peninsular Malaysia since they understand the local situation well,” he said.

Meanwhile, the spokespersons for the group of graduates, Sterry Nyampah and Vanella Michael said they were very disappointed that their degrees were not recognised by the government.

They said they were willing to be posted anywhere, including in the rural areas throughout the country if they were employed as teachers.

PRS Youth wonders why so many Sarawakians ‘unqualified’ to be teachers

$

KUCHING: PRS Youth yesterday urged the Education Ministry to seriously look into the reason behind why there were many Sarawakian applicants ‘unqualified’ for the posts of teachers in their own state.

Its deputy chief Sempurai Petrus Ngelai, education bureau chief Martin J Madden and publicity chief Bit Surang said they were ready to meet up with Education Ministry officials to scrutinise the recruitment process and come up with a swift solution.

They said in a statement that if there really was a lack of qualified Sarawakians as stated by Education Minister II Datuk Seri Idris Jusoh, it was a serious matter for it concerned the well-being of Sarawak’s young generation.

“Instead, scores of teachers from the peninsula are posted here to serve in environments where they are not comfortable to be in. We are also deeply concerned to hear from the Education Minister II that there were only 601 qualified Sarawakian teachers for the 2,432 vacancies in the state this year.”

“If this data is correct, this means Sarawak can only supply 25 per cent of the needed qualified teachers.

“We feel this number is too low, and action must be taken to rectify the situation immediately,” they said.

They also supported the statement made by party president Tan Sri Datuk Amar Dr James Masing that the ministry should absorb the Universiti Tun Abdul Razak (UniRazak) graduates in education, who were still unemployed.

“This course (Bachelor of Education) from UniRazak is fully accredited by the Malaysian Qualifications Agency (MQA) as displayed in its website, and it simply does not make sense that graduates from a course accredited by the government itself is not recognised by the Education Ministry.

“The ministry should look at this solution in order to resolve the shortage of teacher problem in the state.”

Bit, meanwhile, said there were a number of students from Belaga who passed their education courses, but were still unemployed.

“Why can’t the ministry take these students to teach in rural schools?

“We have their names. We can produce the list to the ministry if they genuinely want to assist Sarawakians to serve as teachers.”

Govt policy deprives UniRazak graduates of teaching posts

KUCHING: The Education Ministry’s policy which only allows government schools to employ graduates from public universities and teachers training institutes have to be amended to create more opportunities for graduates of private universities and colleges.

Sidma College Sarawak chairman Dr Mornie Kambrie said the policy introduced in February 2010 had prevented many Bachelor of Education (BoE) graduates of private universities and colleges from teaching at public schools.

He explained that the policy was the reason behind the inability of graduates from Universiti Tun Abdul Razak (UniRazak) to be employed as teachers and not because the degrees were not recognised by the Malaysian Qualifications Agency (MQA) and Ministry of Education (MoE).

Mornie said this in light of last Saturday’s media report of at least 39 UniRazak graduates remaining jobless after completing their Bachelor of Education from the university in December 2013.

He added, the policy had deprived Sarawak the service of capable local graduates who can teach in public schools throughout the state especially the rural areas.

He reiterated that there is nothing wrong with UniRazak BoE programmes which had produced capable graduates who became good teachers as the university’s degree and diploma programmes are fully accredited and recognised by the MQA and Education Ministry.

“Before 2010, UniRazak BoE graduates were given posting in government schools by the Education Ministry. Some of the graduates were also posted to Mara Junior Science Colleges (MRSM) and polytechnics.

“The whole scenario changed in February 2010 when the MoE issued a memo, circulated to all state Education directors, that all school postings would only be given to graduates of IPGs and public higher learning institutes.

“This was bad news for our BoE graduates who completed their studies after 2010 but we did not keep quiet. Over the years, we tried to lobby for the Education Ministry to change the policy,” he told a press conference held at the college here yesterday.

Also present were Sidma College Sarawak chief executive officer Marzuki Umi and UniRazak Centre for External Programme (CEP) director Mohd Yaziz Mohd Isa.

Mornie pointed out that the college had sent representation through political parties to write to Prime Minister Datuk Seri Mohd Najib Tun Razak and Education Minister Tan Sri Muhyiddin Yassin but to no avail.

He personally raised the issue with Muhyiddin in 2012 and last year and the college sent a delegation to meet up with Deputy Education Minister Datuk Mary Yap Kain Ching.

Mornie also did not agree with Second Education Minister Datuk Seri Idris Jusoh’s statement that the Education Ministry had to post teachers from the peninsula due to shortage in Sarawak.

“The situation is not true. They can tell us all the stories about Sabah and Sarawak not having teachers but we are producing teachers. We have so few but yet they do not want to take our teachers. Please remove or change the policy,” he said.

Sidma is the private higher learning institute which offers UniRazak and Unitar programmes in Sabah and Sarawak.

The institute currently has 3,000 students and about two thirds of them studying at its Kota Kinabalu branch and the rest in Kuching.

To date, Sidma has produced about 600 BoE graduates from Sarawak and 900 from Sabah.

Idris’ statement on local teachers lacked substance — Masing

$

0
KUCHING: Land Development Minister Tan Sri Datuk Amar Dr James Jemut Masing believes the lack of qualified locals to teach in schools in Sarawak is more a political than technical matter.

“What federal leaders are telling Sarawakians is that in Sarawak we don’t have enough qualified people who have the minimum qualification (Sijil Pelajaran Malaysia) to be admitted or trained or retrained as teachers for Sarawak.

“I don’t believe that. I believe we have enough qualified passes in Sijil Pelajaran Malaysia and graduates who are qualified to train in teacher training institutes. (Therefore), I believe the decision to enrol (teachers to be trained) is more of a political decision than a technical (qualification) decision,” Masing, who is also Parti Rakyat Sarawak president, told The Borneo Post yesterday.

He was responding to Education Minister II Datuk Seri Idris Jusoh’s statement on Sunday that teachers from the peninsula had to be posted to Sarawak as there were more vacancies than local graduates for the job.

Idris said this year alone, Sarawak required 2,432 teachers, but the number of qualified Sarawakians for the job stood at 601 only.

Masing said although he did not have the facts to dispute Idris’s argument, what was certain was that there were more than 50 Universiti Tun Abdul Razak (UniRazak) graduates in education who were still unemployed.

“We have 50 UniRazak graduates with suitable teaching knowledge, except they are not trained as teachers. I believe they could be deployed or retrained (working while studying).”

To fill vacancies for teachers in the state, Baleh assemblyman Masing suggested that the Education Ministry take the UniRazak graduates as teachers and train them along the way — something that had been done before.

Masing also clarified that he did not say that hundreds or thousands of peninsula graduates were posted to become teachers in the state, but merely said there were a lot of them, so much so that they could replace locals from working as teachers in the state.

Meanwhile, PKR women national vice president Voon Shiak Ni described Idris’ statement as insensitive and a blatant insult to Sarawakians.

She questioned the minister whether “Sarawakians are really not qualified or they are not given the opportunity to be trained as teachers?”

“Since the minister gave us the number of Sarawakians qualified for the job, we want to know how many Sarawakians were recruited into teacher training institutes in Sarawak.

“In addition, since there is a shortage, we also want to know the measures to be taken to improve intake to ensure that Sarawak schools are fully staffed with Sarawakian teachers and how long will it take to achieve the plan?”

Voon, who is also PKR Stampin branch vice chairperson, wanted the Education Ministry to reveal the number of intakes for teacher training institutes in Sarawak and how many applications were rejected. She also wanted to know the actual number of new teachers who were posted to Sarawak this year and how many of them were Sarawakians.

“Their (Ministry’s) explanation is important as it was recently reported that 90 per cent of the 500 teachers posted to Sarawak this year are West Malaysians.”

Voon also wanted the Education Ministry to look into the issue where locally trained teachers waited for a year to be posted, adding that Sarawakians should be given priority to job opportunities in the state.

While advising Idris not to make abrupt and insensitive statement that could antagonise Sarawakians, Voon said she had seen Sarawakians with better results than those from the peninsula, but were not successful in their applications to teacher training institutes.

Meanwhile, Minister of Welfare, Women and Family Development Datuk Fatimah Abdullah, who was in Kuala Lumpur for the education exco meeting yesterday chaired by Deputy Prime Minister Tan Sri Muhyiddin Yassin, said the issue of lack of qualified Sarawakians to be teachers would be among issues to be raised by her during the meeting.

Not enough local teachers to fill up vacancies ‐ Jusoh

$

KUCHING: The government certainly wants teachers to be teaching in their home states, Second
Minister of Education Datuk Seri Idris Jusoh assured yesterday.

Speaking at a media conference at Universiti Malaysia Sarawak (Unimas) Kota Samarahan, Jusoh
stressed that the issue of Sarawakian teachers are not teaching in Sarawak while many West
Malaysian teachers are taking up their posts in the state did not arise.

The main problem, he explained, is that there were not enough Sarawakian teachers to fill up all
the teaching posts in the state so the vacancies had to be filled up by West Malaysian teachers.

Jusoh added that 90 per cent of Sarawakian teachers certainly are teaching in their home state.

“It is the government’s policy to have teachers teaching in their home state. This is the policy,” he
said, refuting claims by some quarters that Sarawakian teachers were not able or allowed to teach
in the state.

In fact, Jusoh clarified, the government wanted more Sarawakians to teach in Sarawak, so
requirement for intake as teachers from Sarawak and Sabah SPM graduates were lower than those
nationwide, but without compromising quality.

“Presently, only the top 16 per cent of SPM graduates are taken in as teacher trainees, many of
them with 7As but we lower the intake requirement for Sarawak and Sabah so that more from
these two states can be taken in as teachers,” he said.

The Minister said the Education Ministry will continue to ensure quality teachers for the country,
adding that teachers’ income and welfare now have also improved.

On another question, he disclosed that Sarawak now has 12 Community Learning Centres (CLCs).
Jusoh earlier participated in a town hall meeting on feedbacks from the public on the Malaysia
Education Blueprint/Development Plan (Higher Education) at Arena Gemilang, DeTar Putra
Unimas.

Also present at the media conference was Unimas Board of Directors Chairman Datu Dr. Hatta
Solhi.

‘Lack of qualified locals prompt posting of peninsula teachers’

$

KOTA SAMARAHAN: The Education Ministry had to post teachers from the peninsula to Sarawak as there were more vacancies than local graduates for the job.

Education Minister II Datuk Seri Idris Jusoh said this year alone, Sarawak required 2,432 teachers, but the number of qualified Sarawakians for the job stood at 601 only.

“In order for the ministry to fill up the shortage of teachers, we had to post teachers from West Malaysia,” he told a press conference after moderating the Malaysia Education Blueprint 2015-2025 (Higher Education)(Sarawak Zone) townhall meeting with stakeholders at Universiti Malaysia Sarawak (Unimas) here yesterday.

Idris was commenting on Land Development Minister Tan Sri Datuk Amar Dr James Jemut Masing’s statement that it was very unfair that while many Sarawak teaching graduates were unemployed, hundreds or even thousands of peninsula graduates were posted to the state.

“Actually, that (what Masing said) is only an assumption. In fact, 91 per cent, or 549 of the 601 graduated teachers, were posted to teach in Sarawak. So, the statement is incorrect. It has always been the Education Ministry’s policy to give priority for teachers to teach in their native areas.”

Meanwhile, Idris said admission to be trained as teachers was no longer as easy as before because the Education Ministry was taking only the top 16 per cent of Sijil Pelajaran Malaysia (SPM) graduates.

“If based on our Malaysia Education Blueprint, we are taking the top 30 per cent of SPM graduates to be trained as teachers, but we are now taking the top 16 per cent, which indicates that the standard and quality of teachers that the institutions will produce is higher.”

However, for Sarawak and Sabah, he said the ministry had decided to be flexible on the entry requirements in order to ensure that more Sarawakians school leavers could be trained as teachers.

On a related development, Idris said the teaching profession offered good pay, adding that he was informed that some secondary school principals were paid the same scale as an associate professor.

“There are also teachers who are paid the ‘Jusa C’ scale, which is similar to a paying scale of a professor. This goes to show that teachers’ pay is actually good compared to other professions.”

REPLY TO ALLEGATIONS BY TAN SRI JAMES JEMUT MASING AS PUBLISHED IN SARAWAK NEWSPAPERS ON SATURDAY 6th. FEBRUARY 2015

First of all I want to stress here that Tan Sri James Masing is a good friend of mine and I believe he could have been misquoted or that the information that was conveyed to him was not accurate. However, this press statement serves to inform members of the public that

1. All UNIRAZAK degrees and diplomas are recognized by the government. We have never offered any academic program that is not approved by the MQA or by the government itself.

2. UNIRAZAK degrees cost between RM30 ,,000 and RM36,000, depending on which program is taken by the student. The Bachelor of Education is priced at RM36,000.

However, we take note that the graduates who are still not employed who went to complain to Tan Sri James Masing are those who took the Bachelor of Education and they attended the convocation in November 2014.

We have every respect for Tan Sri James Masing and we believe he had the noble intention to help the graduates who are not yet able to secure jobs, especially those who took the Bachelor of Eduation. We are also not angry or upset with the graduates who appeared in the newspaper with Tan Sri James. They have a strong reason to appeal to Tan Sri James and they are like our children too.

However the crux of the matter here is not about “Dud Degrees” or Expensive Degrees, but about the inability of the graduates to gain employment.

THE UNIRAZAK BACHELOR OF EDUCATION

There is nothing wrong with the UNIRAZAK Bachelor of Education. It is a good program and it has produced capable graduates who have become good teachers, many of whom are now teaching in government schools. We have record of several of the graduates who have proceeded to do their Master degrees and PhDs and are also employed by government universities. The UNIRAZAK Bachelor of Education was formulated and designed by one of Malaysia’s seasoned and learned educationist, Prof. Dato Dr. Ibrahim Bajunid, one of the three founders of Institut Aminudin Baki, a bastion for the Malaysian public education sector.

During the years prior to 2010, UNIRAZAK Bachelor of Eduation graduates were given schools posting IN GOVERNMENT SCHOOLS by the Ministry of Education. We have proof to show this. We also have proof that our graduates are being employed in other institutions, including MRSM and Polytechnic (see attachment 1). We also have proof that UNIRAZAK graduates in other disciplines other than education (such as Bachelor in IT and Bachelor of Business) who went on to do the KPLI are engaged as permanent teachers in government schools and other institutions.

The whole scenario changed in February 2010 when the Ministry of Education issued a memo circulated to all State Directors of Education to state that from that date onward, all school postings will only be accorded to graduates from Institut Pendidikan Guru and IPTAs.
This was bad news for our Bachelor of Education graduates who completed their studies after 2010. However, we did not keep quiet. Over the years we tried to lobby the Ministry to change its position on this. We have proof of this (See Attachment 2). We have sent representation through political parties who have also written whether directly to the Prime Minister as well as to Tan Sri Muhyiddin Yasin, the Minister of Education but to no avail. They keep saying the policy states schools posting remain with graduates from Institut Pendidikan Guru and IPTA.

In 2012, at a private meeting in Sandakan, I was able to meet up with Tan Sri Muhyiddin Yasin together with Sabah Chief Minister Datuk Seri Panglima Musa Aman, Datuk Masidi Manjun (Minister in charge for Education in Sabah) and Sabah Director of Education where I raised the same issue.

In 2014 we sent a delegation to see Datuk Mary Yap Kain Ching, Deputy Minister of Education (see photo Attachment 3) and her reply is the same, that there is no change to the policy.

But not all the graduates sat still after graduation. Many applied to work in other sectors and got employed. For the record, MRSM, Sekolah Menengah Agama and Polytechnic do take in our Bachelor of Education graduates, and this is a fact.

So, we would like to inform members of the public that the problem faced by these graduates is actually not that the degree is not recognized, but because of the policy by the Ministry of Education.

Perhaps, now that this issue has been cleared, we call upon Tan Sri James Masing to invite all our politicians and elected representatives to lobby to the Minister of Education, Tan Sri Muhyiddin Yasin so he can table in Parliament an amendment to the policy so that qualified graduates from private universities can apply for posting to government schools. At least they are allowed to apply and called for interviews so that those who are up to the mark can be accepted into government schools just like it was in the years before 2010.

We believe this policy does not benefit the people in Sabah and Sarawak and should be amended. We have fought for this case on our own for too long. Our graduates, especially from the rural areas of Sabah and Sarawak, should be given the chance to teach near schools where they come from. You name any rural area in Sabah or Sarawak, and we will be able to provide you with names of our graduates who came from those areas. For example, I have the names of 16 graduates from the Kapit and Belaga areas who are still not employed. Second Education Minister, Dato Seri Idris Jusoh, who was in Kuching over the weekend has claimed (Borneo Post 9 Feb 2015) that teachers have to be flown in from Semenanjung Malaysia because we did not have qualified teachers, but when we produce teachers they don’t want to take them simply because of something they call “government policy”.

We hereby beg the government, please remove or change this policy.
END OF OUR STATEMENT
